One High Quality Pal Oil will cost you 300 gold coins. This adds up depending on how much oil you need, so it's best to first stock up on money by selling expensive boss drops and other valuables.
For more convenient High Quality Pal Oil at your base, you can actually capture one of the merchants with a Pal Sphere and take them home.
