Best Build for Neuvillette Main DPS

A deep dive into Neuvillette’s character: everything you need to know to build your own Main DPS Hydro Dragon.

After his debut in 4.1, Neuvillette’s first rerun is here and if you successfully added him to your characters roster, congratulations! 
In case you are wondering how to reveal his full potential through weapons, artifacts, talents, and teams or simply enjoy the way he plays, you will find this guide very useful.

WHO IS NEUVILLETTE?

Neuvillette is Fontaine’s Iudex as well as the head of the Marechaussee Phantom. As revealed through the Archon Quest, he is also the Hydro Dragon Sovereign reborn in human form

Team-wise, he is a very powerful Hydro Catalyst Main DPS who relies mostly on Normal and Charged attacks.

PROS & CONS

 

NEUVILLETTE BEST WEAPONS

Neuvillette has quite the range of weapons at his disposal, from Signature to forgeable catalysts, his build can be both free-to-play (F2P) and gacha friendly.

FIVE STAR OPTIONS

Tome of the Eternal Flow

With a good base Attack of 542 and an 88.2% Crit DMG (lvl 90) sub-stat plus a great Skill passive, of course is tailored for Neuvillette, providing (Refinement 1) not only 16% HP increase (which he scales off), but also energy restoration and 14% Charged Attack bonus, another important aspect of his kit.

Lost Prayer to the Sacred Winds

With a higher Base Attack of 608 and a welcomed 33.1% Crit Rate (lvl 90) sub-stat plus a very handy Skill passive, this weapon is still a good fit granting (Refinement 1) a 10% Movement Speed increase and an 8% Elemental Damage Bonus which can stack up to four times.

Jadefall’s Splendor

Baizhu’s signature catalyst can work well on Neuvillette. Since it carries a solid Base Attack of 608 and a high 49.6% HP (lvl 90) sub-stat, it is quite compatible with the Iudex, as he scales off HP himself. The (Refinement 1) 0.3% Elemental DMG Bonus based on every 1000 HP plus the 4.5 Energy Restoration every 2.5s can come in handy as well.

Kagura’s Verity

Yae Miko’s signature catalyst is another candidate for Neuvillette. This weapon also has a high Base 608 Attack with a solid 66.2% Crit DMG (lvl 90) sub-stat. The Skill (Refinement 1) provides an Elemental Mastery Bonus of 80 and has up to three stacks stages at 12%/24%/40% Elemental Skill DMG increase.

Other Weapons

I you are short on options you can consider other catalysts as stat sticks, but it is worth mentioning that there are four stars weapon alternatives which can be a much better fit.

FOUR STAR OPTIONS

If you rather save your wishes and not pull on the Weapon Banner, or you have never happened to obtain a “Lost Prayer to the Sacred Winds” in the Standard one, there are several suitable weapons available in the four stars catalyst roster.

Prototype Amber

This Liyue catalyst is an incredibly good F2P option for Neuvillette. With a good base Attack of 510 and a 41.3% HP (lvl 90) sub-stat on top of a great Skill passive, this option is incredibly viable for our Hydro Dragon, providing (at R5) not only HP, which Neuvillette scales off, but also great energy restoration of 4 every 2s, with the added benefit of 4% HP heals for all party members, every 2s as well.

In order to craft this weapon, you need Billets and specifically the “Northlander” ones, which can be earned in several ways:

  1. Souvenir Shop in Mondstadt and Liyue Region in exchange for Elemental Sigils. In the Prototype Amber specific case you want a Catalyst billet which you can purchase, for 225 Geo Sigils, from Xingxi in Liyue.
     
  2. Leveling up the Inazuma Sakura Tree will provide you with a Catalyst Billet at level 34 (as well as a Sword one at level 4, Claymore at level 14, Polearm at level 24, and Bow at level 44).
    1. Note: you can earn a “Midlander Sword Billet” also from the Tree of Dreams in Sumeru, which you can convert (refer to next point for details).
       
  3. Defeating the Weekly Bosses: Stormterror Dvalin and Andrius for Mondstadt, Childe and Azdaha for Liyue, Signora and Magatsu Mitake Narukami no Mikoto for Inazuma, has a chance to give a random Billet. 
    1. Everlasting Lord of Arcane Wisdom and Guardian of Apep’s Oasis for Sumeru, All-Devouring Narwal for Fontaine will also drop same classes of weapon billets, however of a different variety called “Midlander” which can be converted at the Alchemy Crafting Table with a Dream Solvent, obtained from the same bosses.
       
  4.  Reaching level 9 on The Chasm Lumenstone Adjuvant and level 8 on the Chenyu Vale Rainjade’s Benediction will grant you each a “Northlander Billet Trove”, a chest that allows you to pick one of your choice between the 5 classes available.

Once you have all the materials in your possession, you can go to the Blacksmith in any Major City (Mondstadt, Liyue, Inazuma, Sumeru, Fontaine) and craft your Prototype Amber (Note: this weapon can be refined up to 5 as any other so you will have to craft it multiple times).

If you do not mind splurging in the battle pass, Neuvillette can make use of the Sacrificial Jade, unlocked at level 30. This weapon has a lower base Attack of 454 and a very good 36.8% Crit Rate (lvl 90) sub-stat, with a Skill that provides (at R5) not only a 64% HP increase (which he scales off), but also an added Elemental Mastery bonus of 80. The only conditions that require some attention are that the wielder needs to periodically be off-field for a minimum of 5 seconds and the effect will vanish if the user stays on-field for more than 10 seconds.

Ballad of the Boundless Blue

A great free-to-play friendly option. 

If you participated to the Waterborne Poetry event in patch 4.1, then you have likely obtained not only the catalyst itself, but also all the materials to fully refine it.

At level 90, the base Attack for this weapon is 565 and the 30.6% Energy Recharge sub-stat can definitely be handy. A great addition that makes this weapon very suitable is the Skill which boosts Normal Attack Damage by 16% and Charged Attack Dmg by 12% (at R5) within 6s of hitting an opponent with a Normal or a Charged attack. This effect can stack up to 3 times.

Other Weapons

It is absolutely worth mentioning that you could also use The Widsith obtainable both with Intertwined Fates through Weapon/Character banner as well as Acquaint Fates in the Standard banner.

This catalyst (lvl 90) not only has a good base Attack of 510, but also a 55.1% Crit DMG sub-stat. At R5, you will randomly summon one of three effects: 120% Attack Increase, 96% Elemental DMG increase, 480 Elemental Mastery increase for 10s. This effects can be gained only every 30s.

THREE STAR OPTIONS

In a pinch, the following catalyst is a viable option:

Thrilling Tales of the Dragon Slayers

Easy to get through Character/Weapon and Standard Banner wishing (both Intertwined and Acquaint Fates), so you will have absolutely no problems bringing it to Maximum Refinement.  With a lower base Attack of 401 and sub-stat of 35.2% HP at level 90, it can benefit Neuvillette, although its passive of granting 48% Attackto the new character, which you will switch to after deploying the Iudex, might not be useful depending on team composition.

BEST ARTIFACTS

Marechaussee Hunter

Without a doubt, Marechaussee Hunter is a great set for Neuvillette as it fits amazingly with his HP fluctuations and eases the need for high Crit Rate in his artifacts, while boosting his main kit thanks to:

  • 2 Piece Set: 15% Normal and Charged Attack DMG increase.
  • 4 Piece Set: With HP increase and decrease, Crit Rate gets a 12% boost for 5s. Max 3 stacks.

The best way to make use of the bonuses is to equip a four-piece set, which can be farmed in the Belleau region of Fontaine in the domain: Denouement of Sin.

Heart of Depth

Second viable option are Heart of Depth artifacts, still a very good fit for Neuvillette’s kit with:

  • 2 Piece Set: 15% Hydro DMG bonus increase.
  • 4 Piece Set: Use of Elemental Skill increases Normal and Charged attack by 30% for 15s.

Like the Marechaussee Hunter, this set works best if used in four pieces, which can be farmed on Dragonspine's Peak in the Domain: Peak of Vindagnyr.

Since both Artifact sets are valid options, another possibility is to go for 2 pieces each, benefitting from the 15% Normal and Charged Attack DMG increase, as well as the 15% Hydro DMG bonus increase.

CONSTELLATIONS

Neuvillette is fully functional at C0 however, if you would like to pull for a QoL one, C1 is the way to go without hurting your wallet or in game resources. C1 provides Interruption Resistance so you do not have to run a shield to prevent him from being knocked down while hovering during his Charged Attack.

If you feel like splurging a little choose C2. Flush with cash? C4 is another very solid constellation by adding more Source water Droplet summoning and of course, C6 has your character in full shine, likely being able to just about solo the whole game.

C1: “Vulnerable Institution”
When Neuvillette takes the field, he will obtain 1 stack of Past Draconic Glories from the Passive Talent "Heir to the Ancient Sea's Authority." You must first unlock the Passive Talent "Heir to the Ancient Sea's Authority."
Additionally, his interruption resistance will be increased while using the Charged Attack Empowerment: Legal Evaluation and the Charged Attack: Equitable Judgment.


C2 : “Juridical Exhortation”
The Passive Talent "Heir to the Ancient Sea's Authority" will be enhanced: Each stack of Past Draconic Glories will increase the CRIT DMG of Charged Attack: Equitable Judgment by 14%. The maximum increase that can be achieved this way is 42%. You must first unlock the Passive Talent "Heir to the Ancient Sea's Authority."
C3: “Ancient Postulation”Increases the Level of Normal Attack: “As Water Seeks Equilibrium” by 3. Maximum upgrade level is 15.
C4: “Crown of Commiseration”When Neuvillette is on the field and is healed, 1 Source water Droplet will be generated. This effect can occur once every 4s.
C5: ”Axiomatic Judgment”Increases the Level of: “O Tides, I have Returned” by 3. Maximum upgrade level is 15.

 


C6: ”Wrathful Recompense”

When using Charged Attack: Equitable Judgment, Neuvillette can absorb nearby Source water Droplets in an AoE. Each absorbed Droplet will increase the duration of Charged Attack: Equitable Judgment by 1s.
Additionally, when Equitable Judgment hits opponents, it will fire off 2 additional currents every 2s, each of which will deal 10% of Neuvillette's Max HP as Hydro DMG. DMG dealt this way will count as DMG dealt by Equitable Judgment.


 

TALENTS

Talents Priority

Since Neuvillette is a Main DPS whose kit makes a lot of use of Normal/Charged Attacks, you will want to prioritize leveling the Talents in the following order:

  1. Normal Attack: “A Water Seeks Equilibrium”
  2. Elemental Burst: “O Tides, I Have Returned”
  3. Elemental Skill: “O Tears, I Shall Repay”

Talent Descriptions

“As Water Seeks Equilibrium”  NORMAL/CHARGED ATTACK
Normal Attack
With light flourishes, Neuvillette commands the tides to unleash a maximum of 3 attacks, dealing Hydro DMG.

Charged Attack Empowerment: Legal Evaluation
While charging up, Neuvillette will gather the power of water, forming it into a Seal of Arbitration. In this state, Neuvillette can move and change facing, and also absorb any Sourcewater Droplets in a certain AoE.Every Droplet he absorbs will increase the formation speed of the Seal, and will heal Neuvillette.
When the charging is stopped, if the Symbol has yet to be formed, then a Charged Attack will be unleashed. If it has been formed, then a Charged Attack: Equitable Judgment will be unleashed.

Charged Attack
Consumes a fixed amount of Stamina to attack opponents with a rupturing blast of water, dealing AoE Hydro DMG.

Charged Attack: Equitable Judgment
Unleashes surging torrents, dealing continuous AoE Hydro DMG to all opponents in a straight-line area in front of him.
Equitable Judgment will not consume any Stamina and lasts 3s.
If Neuvillette's HP is above 50%, he will continuously lose HP while using this attack.

Plunging Attack
Gathering the might of Hydro, Neuvillette plunges towards the ground from mid-air, damaging all opponents in his path. Deals AoE Hydro DMG upon impact with the ground.
“O Tears, I Shall Repay”ELEMENTAL  SKILL
Summons a Raging Waterfall that will deal AoE Hydro DMG to opponents in front of Neuvillette based on his Max HP. After hitting an opponent, this skill will generate 3 Source water Droplets near that opponent.

Arkhe: Pneuma
At certain intervals, when the Raging Waterfall descends, a Spirit breath Thorn will descend that will pierce opponents, dealing Pneuma-aligned Hydro DMG.
“O Tides, I Have Returned”ELEMENTAL BURST
Unleashes waves that will deal AoE Hydro DMG based on Neuvillette's Max HP. After a short interval, 2 waterfalls will descend and deal Hydro DMG in a somewhat smaller AoE, and will generate 6 Source water Droplets within an area in front.
“Heir to the Ancient Sea’s Authority”1ST ASCENSION PASSIVE

When a party member triggers a Vaporize, Frozen, Electro-Charged, Bloom, Hydro Swirl or a Hydro Crystallize reaction on opponents, 1 stack of Past Draconic Glories will be granted to Neuvillette for 30s. Max 3 stacks. Past Draconic Glories causes Charged Attack: Equitable Judgment to deal 110%/125%/160% of its original DMG.
The stacks of Past Draconic Glories created by each kind of Elemental Reaction exist independently.

“Discipline of Supreme Arbitration”4TH ASCENSION PASSIVE
For each 1% of Neuvillette's current HP greater than 30% of Max HP, he will gain 0.6% Hydro DMG Bonus. A maximum bonus of 30% can be obtained this way.
“Gather Like the Tide”UTILITY PASSIVE
Increases underwater Sprint SPD for your own party members by 15%.
Not stackable with Passive Talents that provide the exact same effects.
