Disclaimers About This Tier List
This Tier List ranks Pals off their base type, power, ease of catching, and general abilities. Keep in mind that Pals have different passive and active skills, so a lower-tier Pal with great passive or active skills might outperform a higher-tier Pal without them. This list also only considers Water Pals to be those with the Water Element as their primary element - some Pals, such as those with Dragon-Water typing, will be considered on their own primary element list so as not to overlap.

Water Pals are one of the smaller elemental typesets in Pal World. With only 10 Pals having Water as their primary element, there's some fierce competition for the S-Tier rank - only the best of the best can make it, while the rest are just all washed up.

How We Ranked the Best Water Pals
When coming up with our rankings for the best Water Pals, we looked at several different categories: power, Partner Skills, Active Skill pools, how easy it is to obtain them, and general overall usefulness. Here's what our Tiers mean at a glance:
- S-Tier: The best of the best, Pals in this category are the best in almost every situation.
- A-Tier: Great in all situations, these Pals are well-rounded and will be more than adequate for most players.
- B-Tier: Average to Good in a wide variety of situations, these Pals are solidly useful, but may be outpaced by higher tier Pals.
- C-Tier: These Pals are not generally recommended, however they still can find situational usefulness.
- D-Tier: The worst Water Pals - unless you have no other options, not recommended for long-term use.
S-Tier Water Pals: The Best Water Pals
The absolute best of the best - these Water Pals would make for the perfect addition to any team, and have a phenomenal mix of power, utility, and style.
Azurobe has access to both Water and Dragon moves Hydro Laser and Dragon Meteor respectively, meaning it's an absolute powerhouse. With a work suitability in Watering second only to a Dragon-Water dual type, it also has excellent utility both on and off the team - but why would you keep it off the team when it can be ridden as a mount, too?
The only other Water Pal that can compete is none other than Suzaku Aqua. With a slightly different but no less powerful Water and Ice natural moveset, Suzaku Aqua can certainly hold its own - with the distinct advantage of being a Flying mount, too!
A-Tier Water Pals
While not-quite S-Tier, our A-Tier picks are versatile, powerful Pals that make for a great addition to any team. Gobfin may not have the greatest moveset, but it more than makes up for it with its Partner Skill - increasing the attack power of the player while it's on your team. When it's down to the wire and using a Pal would kill off the Legendary you're facing, you need to shave off a few more HP - and using your own weapons with this increase will certainly help.
Surfent, on the other hand, is a more traditionally powerful Pal. With a mix of Dragon and Water moves in its natural moveset, this Pal is decently strong - and has the added bonus of being able to be used as a Water Mount, as well!
B-Tier Water Pals
B-Tier Pals are solid middle of the pack choices - each with something a little special to make them stand out.
Teafant, who may seem fairly odd to have in this tier, is boosted in rankings because of its very rare Partner Skill - boasting one of the only Skills that involve healing, as well as being available from an early point in the game. Especially on harder difficulties, having that healing ability might mean the difference between finishing a fight or having a long walk back to your stuff.
On the other hand, Pengullet and Celaray both can only be fully utilized after purchasing a Technology upgrade on the Technology Tree. These upgrades allow Pengullet to be launched out of a rocket launcher as deadly on-demand damage, and for Celaray to be used as a Glider - both providing different flavors of utility and fun.
C-Tier Water Pals
Our C-Tier Pals suffer from the niche use curse - while in specific situations they're great, those situations just don't happen very often. Penking has a great use-case for farming Fire type Pals, but outside of that you're far better off with other Pals for both combat and production. On the other hand, Kelpsea has a lot of potential, buffing the attack power of Water Pals while in team, however unless you're fighting a specific Pal or Boss, how often are you really going to have a full-Water team?
We wish these two had more versatile uses - unfortunately, outside of their specific niches, these aren't the Pals for a hard-hitting team.
D-Tier Water Pals: The Worst Water Pals
Unfortunately, there always has to be a Pal that wins the title of Worst Water Pal. Out of all the Pals on this list, this one is not only one of the weakest, but also has a pretty awful Partner Skill.
Fuack, likely one of the first Water Pals you came across, is the worst Water Pal in Palworld. With barebones work suitability, a Partner Skill that stops being useful after your first hour or two of gameplay, and a lack of variety in its natural moveset, this Pal quickly loses standing. The good news is, it's fairly easy to find and catch, so it can be a great way to farm Pal Fluid - but even then, we'd still suggest farming Gobfin. It's not even the most useful Pal on the list to farm!
